Thermal Energy Storage System (TESS)

Overview

In support of the “Assure/Expand Chilled Water Capacity” project at the NIH Bethesda Campus RMF was contracted to provide full time on-site Construction Quality Management (CQM) and Commissioning (Cx) Services. The key components of the Thermal Energy Storage System (TESS) consisted of the following:

  • Demolition of existing Building 34.
  • New eight million gallon chilled water storage tank, 1 inch thick steel. The TESS Tank was 120 feet in diameter and 100 feet tall.
  • New two-level building, housing: pumps, piping, related equipment, controls, electrical distribution system and an emergency generator.
  • Chilled Water piping, direct-buried and in trench.
  • Site work, including excavation, sheeting, shoring, retaining walls, concrete screen wall.

RMF’s CQM services included:

  • Construction field inspection, problem solving and safety monitoring.
  • Providing activation / occupancy services; including planning, scoping, scheduling and coordinating.
  • Resolution of problems throughout the duration of the contract and advising of the Project Officer immediately of any problems, disagreement or potential delays.
  • Cost estimating, design reviews and, constructability and coordination reviews
  • Monitoring performance schedules of the GC and recommending appropriate action when the GC failed to meet performance milestones, including specific use of Primavera scheduling software.

Commissioning services were provided for all MEP and specialty systems. RMF ensured completion of all Commissioning requirements by the subcontractors, including start-up, testing, O&M manuals, training, spare parts, tools and record documents.
