General Services Administration (GSA) SIN 541330 (Engineering Services)
Engineering Services Services includes: applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, processes, and systems. Services may involve any of the following activities: provision of advice, concept development, requirements analysis, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services.
The General Services Administration awarded RMF a five-year contract to provide engineering services. The contract is intended to provide technical expertise in many valuable service areas such as assessments, studies, commissioning and Construction Quality Management (CQM).
The GSA Schedule may be utilized for a variety of facility related activities.
Design Phase Services may include:
- Subject matter expertise
- Technical reviews
- Code compliance reviews
- Constructability reviews
- Analysis of value engineering proposals
- Preparation of cost estimates
- Cost analysis
- Cost control/monitoring
- Energy studies
- Utility studies
- Site investigations
- Site evaluations
- Market studies
Procurement Phase Services may include:
- Attending Site Visits
- Pre-Bid Conferences
- Performing Cost/Bid/Proposal Analysis
Construction Phase Services may include:
- Setting up job files, working folders, and record keeping
- Conducting pre-construction meetings
- Monitoring the submittal review process
- Review and monitoring of project schedules for construction progress.
- Assisting in problem resolution.
- Maintaining marked-up sets of project plans and specifications
- Performing routine inspections of construction
- Reviewing contractor payment requests
- Monitoring project financial data
- Administrating construction contract change orders
- Scheduling, conducting, and documenting construction related project meetings.
- Monitoring construction contractor compliance with established safety standards.
- Coordinating construction activities with customer managers and monitoring the design and construction clarification process.
- Participating in all “partnering” activities during construction
- Preparing special reports and regular project status reports
- Providing for progress and/or final photographs of project work
- Conducting investigations
- Providing assistance in obtaining permits
- Performing hazardous material assessments
- Providing cost estimating assistance
Commissioning Services include:
- Professional and technical expertise for assistance with start-up, calibration, and/or certification of a facility or operating systems
- Start-up planning, testing building system components, conducting performance tests
- Witnessing commissioning of fire protection and life safety systems
- Performing commissioning including pre-functional tests and functional performance tests.
